What sets House Ruler apart
A house ruler is found by looking at the sign on the cusp, then naming the planet that rules it. In Whole Sign houses each house is one sign, so the five planets Mercury to Saturn always rule two houses each and the Sun and Moon one each. With a quadrant system the cusp sign may differ from the house's main sign, and a sign can be intercepted inside a house and take no cusp of its own. The first house's ruler is also the chart ruler, so one planet can rule the first house and another house at once.
