What actually depends on the hour
Three things: the Ascendant and the whole house structure, the Midheaven, and the exact degree of the Moon. Everything else in a natal chart is either the same all day or moves too little to matter. That is worth knowing before any rectification, because it tells you how much of a chart you already have. A reading built on planets, signs and aspects is a real reading and needs no hour at all. What it cannot tell you is which field of life a placement operates in, which is what houses are for.
How rectification works
The practitioner takes a set of dated life events, chooses a technique that connects events to angles, and tests candidate birth times to see which produces the closest fit. Different practitioners use different techniques and different event sets, and they arrive at different times for the same person, which is the honest thing to know about the method before commissioning it. It is not a fringe practice: it is old, careful when done well, and entirely dependent on the assumption that the technique connecting events to angles is sound.
Why a rectified time is a hypothesis
The logic runs backwards. Rather than deriving a life from a chart, it derives a chart from a life, which means the fit is certain for the events used and untested for everything else. That does not make it worthless. A hypothesis that predicts something you have not yet checked, and then matches, has earned a little confidence, and a rectified time can be tested that way against events deliberately held back. What it never becomes is a fact about when you were born, and any reading that presents it as one has overclaimed.
Living with an unknown hour
Most people with no birth time are better served by a good chart without houses than by a confident chart with invented ones. Read the Sun, Moon and planets by sign, read the aspects between them, note the Moon phase, and be plain that the Ascendant is unknown. If you want the houses badly enough to rectify, do it, use it, and label it. Nothing in this practice is improved by pretending to know a thing you do not, and a reading that admits its limits is the only kind worth returning to.
