Venus orbits the Sun inside Earth’s orbit and travels faster than we do. When it passes between us and the Sun, its apparent path against the stars reverses for about forty days before turning forward again. The planet does not slow, stop or change direction; the geometry between two moving observers does. Every planet shows the same loop, and every one of these turns is predictable centuries ahead. Nothing about the mechanism is mysterious, and nothing about it acts on anybody.
What the tradition reads into it, stated fairly
Venus is traditionally associated with affection, value, beauty, money and agreement, so the retrograde is read as a review of those things rather than a season for beginning them. Practitioners tend to advise against new commitments, large purchases made on impulse, and changes of appearance that are hard to reverse, and to favor repair, reconsideration and honest accounting instead.
