What does the number 9 mean in the Bible?
Nine is the number of what ripens and what ends. The fruit of the Spirit has nine qualities: "love, joy, peace, longsuffering, gentleness, goodness, faith, Meekness, temperance" (Galatians 5:22-23), and Paul lists nine gifts of the Spirit (1 Corinthians 12:8-10).
It is also the hour of the cross. "About the ninth hour Jesus cried with a loud voice… My God, my God, why hast thou forsaken me?" (Matthew 27:46), about three in the afternoon, the hour of the evening sacrifice. The same ninth hour became the hour of prayer: Peter and John go up to the temple "at the hour of prayer, being the ninth hour" (Acts 3:1), and an angel comes to Cornelius "about the ninth hour of the day" (Acts 10:3).

The prophetic meaning of 9
The "prophetic meaning" of nine comes from E. W. Bullinger's Number in Scripture (1894), which calls nine "the number of finality or judgment", the conclusion of a matter as far as man is concerned. He drew it from passages like the fall of Samaria in Hoshea's ninth year and the siege of Jerusalem in Zedekiah's. Prophetic teachers pair that ending with harvest: nine is the fruit brought in, and the ninth hour is both the hour Jesus finished his work and the hour of prayer in which a lame man walked (Acts 3:1-8).
Scripture never names nine the number of judgment; that label is Bullinger's, drawn from the passages above, and the same number carries the fruit of the Spirit.
Nine in Hebrew and Greek letters
In Hebrew the numeral nine is tet (ט); in Greek it is theta (θ). In Greek letters the word amēn (ἀμήν), the Bible's closing word of agreement, adds up to 99: alpha 1, mu 40, eta 8, nu 50.
The hidden lore of nine
Nine is the number that returns to itself: multiply it by any whole number and the digits of the answer add back to nine or a multiple of nine (9 × 7 = 63, and 6 + 3 = 9). Old writers took it as a picture of a matter brought to its end.
Jewish tradition mourns the fall of both Temples on the ninth day of the month of Av, Tisha B'Av (Mishnah Taanit 4:6).
The angelologists ranked the angels in nine choirs, in three orders of three, from the Celestial Hierarchy written under the name of Dionysius the Areopagite around the year 500.
