The Agendas Believers Are Watching

Revelation 13 describes a system that rules every nation and decides who may buy or sell. Real programs are now moving money, identity and speech onto global digital systems. Here is what each one is, why believers watch it, and how to respond.

Facts checked October 2026. No dates set: "of that day and hour knoweth no man" (Matthew 24:36).

The Agendas Believers Are Watching illustration

How we report thisWe describe each program from its own documents and from reliable reporting. Whether any of it is a step toward the system Revelation describes is a question of interpretation, and we say so plainly. Repeating claims that turn out to be false does not help anyone get ready; it only spends the trust you will need when it matters.

The agendas, one by one

One plan signed by every nation · Revelation 13:7

UN Agenda 2030

What it is
In September 2015 all 193 member states of the United Nations adopted "Transforming our world: the 2030 Agenda for Sustainable Development": 17 goals and 169 targets to reach by 2030, from ending hunger and poverty to clean water, education, climate and "peace, justice and strong institutions". It is a political commitment, not a treaty: no country is legally bound by it.
Why believers watch it
It is the first time every nation has signed one shared plan for the whole world, and target 16.9 commits them to "provide legal identity for all, including birth registration" by 2030. Revelation describes a power over "all kindreds, and tongues, and nations" (13:7), so believers watch any step toward one global framework for identity and governance.
Facts and claims
The text does not call for a world government, for abolishing private property, or for reducing the world's population. Those claims are not in the document; it is short enough to read for yourself.
How to respond
Read primary sources before you share a claim. Support the good in it, since feeding the hungry is Christ's own command (Matthew 25:35), while keeping your identity, your conscience and your family under your own care.

A crisis used as an opportunity · Revelation 17:12-13

The Great Reset

What it is
In June 2020 the World Economic Forum and the then Prince of Wales launched "the Great Reset", arguing that the pandemic was a chance to rebuild the world economy around "stakeholder capitalism", green investment and digital technology. The Forum's founder, Klaus Schwab, set out the idea in a book that July. He stepped down as the Forum's chairman in April 2025.
Why believers watch it
Leaders of business and government who are elected by no one, meeting each year at Davos to shape policy across nations, fits the picture prophecy teachers draw of kings who "have one mind, and shall give their power and strength unto the beast" (Revelation 17:13).
Facts and claims
The famous line "You'll own nothing, and you'll be happy" was not Forum policy. It came from a 2016 essay by the Danish politician Ida Auken imagining life in 2030, which the Forum summarized in a short video. It was a thought experiment, not a plan. The Forum's influence is real, but it passes no laws.
How to respond
Own what you can, owe as little as you can, and invest in the skills and the community that no reset can take from you. See the financial and social guides.

Money that can be programmed · Revelation 13:17

Digital currencies (CBDCs)

What it is
A central bank digital currency is a nation's money issued by its central bank in digital form. More than 130 countries, covering about 98 percent of the world's economy, are exploring one. The Bahamas, Nigeria and Jamaica have launched theirs; China's digital yuan is in wide trial use; and the European Central Bank says a first digital euro could be issued in 2029 if EU law is passed. In the United States, a January 2025 executive order barred federal agencies from creating one.
Why believers watch it
Digital money can carry rules: where it may be spent, by whom, and until when. That is exactly the capacity Revelation 13:17 makes believers watch: a system in which no one "might buy or sell" without permission.
Facts and claims
No digital currency today is designed to cut people off for their faith, and most proposals keep cash alongside it. The concern is what a future authority could do with the system once it exists, not what it does today.
How to respond
Keep some cash, keep more than one way to pay, and support laws that protect cash and financial privacy.

One key to your whole life · Revelation 13:16

Digital identity

What it is
Governments are moving identity onto phones and databases. Every EU country must offer its citizens a European Digital Identity Wallet by the end of 2026, holding ID, licenses, diplomas and payment details in one app; for citizens its use is voluntary. India's Aadhaar already links more than 1.3 billion people to their fingerprints and irises. And UN target 16.9 aims at legal identity for every person by 2030.
Why believers watch it
A single identity that unlocks banking, travel, work and health becomes, in the wrong hands, the gate Revelation 13:16-17 describes: a mark "in their right hand, or in their foreheads" without which no one may trade.
Facts and claims
Digital identity also does real good: it lets the poor open bank accounts and receive aid, and in the EU it remains voluntary. The danger is not one app; it is linking everything in a life to a single key that someone else controls.
How to respond
Keep paper copies of your documents, give each service the least data it needs, and choose services that let you opt out.

Paying with your hand and your face · Revelation 13:16

Biometrics and the eye scan

What it is
Pay-by-palm and pay-by-face checkouts are already in use, and paying with a face scan is common in China. The project called World, formerly Worldcoin, co-founded by OpenAI's Sam Altman, scans people's irises with a silver "Orb" to prove they are human online, and has verified millions. Regulators in Kenya, Spain, Portugal, Hong Kong and Germany halted it or ordered data deleted, and in May 2025 Kenya's High Court ruled its operations there unlawful.
Why believers watch it
Revelation names the hand and the forehead (13:16). For the first time, the human body itself is becoming the key to buying, selling and proving who you are.
Facts and claims
No one is forced to scan a palm or an iris today, and the companies say the data is protected. It is the direction of travel, not any one product, that believers watch.
How to respond
Decline biometric options wherever an ordinary alternative exists, and explain to your family why.

An image that speaks · Revelation 13:15

AI and surveillance

What it is
Artificial intelligence can now write, speak and imitate any face or voice, and cameras with facial recognition watch streets and stations in many countries. China's "social credit" system is real but often exaggerated: it is a patchwork of court blacklists and company ratings, and people on the debtor blacklist have been barred from flights and fast trains. The European Union banned social scoring by AI from February 2025.
Why believers watch it
John saw an image given power that it "should both speak" and enforce worship (Revelation 13:15), and Paul warned of "signs and lying wonders" and a "strong delusion" (2 Thessalonians 2:9-11). Machines that speak, and deceive at scale, make these words easier to picture than ever before.
Facts and claims
Much of AI is ordinary and useful. Deepfakes, mass surveillance and scoring people's behavior are the parts that threaten truth and freedom.
How to respond
Check before you believe or share, settle on a few trustworthy sources, and keep meeting people face to face.

All faiths under one roof · Revelation 17:5; 2 Thessalonians 2:3

One-world religion

What it is
In February 2019 Pope Francis and the Grand Imam of al-Azhar signed the Document on Human Fraternity in Abu Dhabi, and in 2023 the Abrahamic Family House opened there: a church, a mosque and a synagogue on one site. Interfaith movements present these as works of peace.
Why believers watch it
Revelation 17 pictures "Mystery, Babylon the great", a religious power riding with the kings of the earth, and Paul foretells "a falling away" before the end (2 Thessalonians 2:3). Many believers watch any blending of faiths into one.
Facts and claims
Living at peace with neighbors of other faiths is a command: "If it be possible, as much as lieth in you, live peaceably with all men" (Romans 12:18). The question is whether truth is traded for unity. Jesus said, "I am the way, the truth, and the life: no man cometh unto the Father, but by me" (John 14:6). Mystery Babylon →
How to respond
Love every neighbor, and keep your confession of Christ clear and kind.

Preparations in Jerusalem · Matthew 24:15; 2 Thessalonians 2:4

The Third Temple

What it is
The Temple Institute in Jerusalem, founded in 1987, has made the vessels, priestly garments and instruments for a rebuilt temple. In September 2022 five red heifers were flown from Texas to Israel, because Numbers 19 requires the ashes of a red heifer for the purification a temple would need. The Temple Mount today holds the Dome of the Rock and al-Aqsa mosque, and any change there could set the region alight.
Why believers watch it
Jesus spoke of "the abomination of desolation, spoken of by Daniel the prophet" standing "in the holy place" (Matthew 24:15), and Paul of a man who "sitteth in the temple of God" (2 Thessalonians 2:4). Many teachers read these as requiring a temple to stand again.
Facts and claims
Israel's government has set no plan to build a temple, and whether any of the heifers will ever be used is uncertain.
How to respond
"Pray for the peace of Jerusalem" (Psalm 122:6), and refuse to cheer for violence in God's name.

The mark of the beast: what it is, and is not

Revelation 13:16-18 describes a mark in the right hand or the forehead, tied to the name or number of the beast, without which no one may buy or sell. The next chapter shows it is a matter of worship: "If any man worship the beast and his image, and receive his mark in his forehead, or in his hand" (Revelation 14:9).

Teachers across the traditions agree that no believer takes it by accident: it is the outward sign of an inward allegiance. Many say plainly that a bank card, a phone or a vaccine is not the mark. But a system that makes buying and selling depend on loyalty to a ruler is exactly what Scripture tells us to watch for, and to refuse, whatever it costs.

Settle that allegiance now, while it is easy: "choose you this day whom ye will serve… but as for me and my house, we will serve the LORD" (Joshua 24:15).

Common questions

Is Agenda 2030 legally binding?

No. It is a resolution of the UN General Assembly, a political commitment that every member state signed in 2015. Countries choose how, and whether, to pursue its goals. It is worth watching because it is the first plan signed by every nation, not because it is a law.

Is a digital currency the mark of the beast?

Not by itself. Revelation ties the mark to worship of the beast (14:9). But programmable money is the kind of tool through which buying and selling could be controlled, which is why believers watch it and keep other ways to pay.

Did the World Economic Forum say we will own nothing?

The line comes from a 2016 essay by the Danish politician Ida Auken imagining life in 2030, which the Forum turned into a short video. It was a scenario, not a policy. The Forum's wider influence is real and worth watching; that particular quote is often misused.

Can I refuse a digital ID?

It depends on where you live. The EU's digital identity wallet is voluntary for citizens, and physical documents still work. Wherever there is a choice, keep paper documents and give each service only what it needs.

How should a Christian respond to all of this?

Watch, pray and prepare, without panic. Read primary sources, keep cash and paper documents, invest in community, and settle your allegiance to Christ now. And keep doing good: the servant the master finds working when he returns is the one Jesus calls blessed (Matthew 24:46).
